		<description>Open Source development as a software quality assurance method is no more reliable, secure, or efficient than proprietary methods.  Check out some of the projects on SourceForge for some good examples.  This NYT article and the report it cites are off the mark.   It is not the important that the code for a voting system be open so that it will be more secure or reliable, it is important that the code be open to provide a perception of openness and fairness in the electoral process.  I am with you on the initiative, but for different reasons.
